MTCS Online ROV High Voltage Training Course

This course will allow candidates to either Gain a High Voltage Certificate or Renew an existing High Voltage Certificate.

Working with high voltage systems is inherently hazardous, and the best defence against incidents is a thorough understanding of safe working practice.

The MTCS Online courses are applicable to a wide range of marine high voltage systems, and have become the de facto standard for much of the ROV industry.

Course Overview

The online course is designed to give ROV personnel a detailed understanding of HV safety, reflecting both industry best practice and current legislation whilst satisfying IMCA R005 – Guidance on safety procedures for isolation of ROV high voltage equipment (above 1㎸).

The course can be completed offshore and requires the candidate to research their own systems and procedures. Alternatively, the course may be taken by the candidate in their own time and their own pace.

The course includes a practical assessment that can be completed under supervision, offshore or in a suitably equipped workshop. The practical assessment requires the candidate to conduct an electrical isolation, in accordance with their company procedures.

Candidate Requirements

It is recommended that candidates have some technical experience and knowledge of ROV systems as a minimum.

STAGE 1: Knowledge

Stage 1 is theoretical and includes all the learning material required to complete the course. It includes the following modules:

  • Safe Systems of Work
  • System Components
  • Theoretical Concepts
  • Safety with High Voltage
  • Electricity at Work
  • Risk & Injury
  • Hazardous Areas

 

It also includes the course notes that may be downloaded and saved to a device or printed if required.

Stage 1: Assessment

Self-Assessment Questions

Each module includes self-assessment practice questions that are in the form of multiple choice questions. These must be successfully completed prior to taking the final Stage 1 examination. There is no limit to the number of attempts that may be made to complete the self-assessment questions.

Written Assessments (Optional)

Stage 1 includes a series of written assignments that require individuals to study the course notes and then research their own High Voltage systems and company procedures.

The written assignments are optional however it is recommended that individuals who are new to the industry complete them as part of their learning and development.

MTCS reserves the right to request individuals to complete the self-assessment questions in the event of them not passing the Stage 1 Final Examination.

Final Examination

The final examination is in the form of multiple choice questions. The following applies:

  • Internet access is required to complete the exam
  • The pass mark is 70%
  • Individuals have 3 attempts at the exam after which further attempts are at the discretion of MTCS
  • On successful completion of the Final Exam ‘Certificates of Knowledge’ will be available on the individuals online account within 2 working days of completion

STAGE 2: Practical Assessment

Stage 2 is for individuals who wish to gain a ‘Certificate of Knowledge & Practical’.  They are required to carry out an electrical isolation, under supervision, in accordance with their company High Voltage procedures. The electrical isolation must be carried out on an ROV system or other suitable equipment.

Supervision must be provided by an occupationally competent ‘technical authority’ which in practice may be an ROV Supervisor or Chief Electrician onboard the vessel.

On successful completion of the Isolation individuals must upload evidence of the isolation to their MTCS Online account for verification and Certification. Evidence includes:

  • High Voltage Practical Assessment Feedback Form
  • Copy of Company Permit to Work
  • Copy of Company Isolation Control Certificate
  • Copy of Company Task Risk Assessment

STAGE 3: Competence Certification in High Voltage

All High Voltage electrical isolations must be supervised by someone who is deemed competent. This person is sometimes referred to as the Isolating Authority, Person in Charge or Authorised Person in Charge.

Stage 3 provides the opportunity for suitably experienced personnel to be eligible for this role. Ultimately, however, it is the responsibility of the employer to designate people to Supervise Electrical Isolations.

In order to be eligible to gain a Certificate of Competence in High Voltage Isolations individuals must have:

  • Successfully passed Stage 1 and 2 of the MTCS High Voltage Course within the last 12 months
  • Have experience of carrying out electrical isolations on ROV systems
  • Hold a valid MTCS Certificate of Competence at Senior Pilot Technician or Supervisor Grade that was awarded via a Grade Assessment on work class ROV systems or systems that operate on High Voltage*

 

*The competencies for Senior Pilot Technician Grade include Unit 7 ‘The ability to Isolate High Voltage Systems prior to carrying out maintenance activities’.

Individuals who do not hold a Certificate of Competence at this grade may complete Unit 7 using the MTCS Grade Assessment process.

Assessment

Assessment of Knowledge is conducted by a combination of Multiple Choice and short written answers.

Each module includes a range of short written assignments that requires the candidate to reflect on their own systems, work methods and procedures. This forms an important part of the candidates learning experience and ensures the training remains contextual.

Each module also includes an end of unit ‘Self-Assessment’ that provides the candidate with an opportunity to test themselves on the specific subject matter. All ‘Self-Assessment’ modules must be successfully completed before taking the final Online Assessment of Knowledge.

On successfully completing the final assessment of knowledge candidates will receive a certificate confirming ‘Successful Assessment of Knowledge’.

The Online course includes a Practical Assessment that can be completed offshore or in a suitably equipped workshop. The Practical Assessment requires the candidate to conduct an Electrical Isolation, under Supervision, in accordance with their company procedures. Supervision may be provided by an occupationally competent ‘Technical Authority’ which in practice may be the Offshore Supervisor.

On completion of the Practical Assessment candidates may upload specific evidence of the activity to their MTCS Online account for final verification by MTCS.

Certification

Successful candidates will be awarded a Certificate confirming Successful Completion of Knowledge on completion of the Online course. On completion of the Practical Assessment candidates will then receive a certificate confirming successful completion of Knowledge and Practical.

Candidates who hold a valid Certificate of Competence at Senior ROV Pilot Technician (Submersible Engineer) or above may be awarded a Certificate stating that they are ‘Competent in ROV HV Systems’. This certificate qualifies the candidate to act in the capacity of ‘Isolating Authority’ at the employer’s discretion.

Certificates of Competence must have been achieved via full Grade Assessment

Notes

Certificates of Competence may be issued by MTCS or by a Company in house Competence Scheme that conforms to IMCA guidelines C007.

An overview of a typical Isolation is shown below:

A Technical Authority is someone who has the authority to make a decision about whether the High Voltage equipment has been isolated safely, correctly and in accordance with company procedures.

The Technical Authority will be deemed competent in the activity they are authorising and normally work in a supervisory role.

For the purposes of the MTCS High Voltage Course the Technical Authority can act as a witness to an electrical isolation that is being carried out on the ROV system.

In practice the Technical Authority may be the Chief Electrician onboard the vessel. They will ultimately be responsible for authorising any maintenance that is to take place on High Voltage equipment, and be a signatory on the Permit to Work documentation.

The Chief Electrician will have completed mandatory High Voltage training in accordance with relevant STCW regulations.

The Technical Authority may also be a member of the ROV team, for example the ROV Supervisor who holds a Certificate of Competence in High Voltage systems (i.e. successfully completed Stage 1, 2 and 3 of the MTCS High Voltage course).
